One worker uses leverage of 2x4 lumber to push panel toward outside flange while fellow worker hammers wood block to hold it there. Precast concrete panel will support soil backfilled behind it, soldier beam will support the concrete panel against horizontal soil forces against it, and the soldier beam is supported by the concrete and soil pier in which it is embedded.
